You could say that the Midgard elements are a kind of "html widgets".
You can store HTML and PHP code in an element and then use a template
code to activate the element. Midgard does not contain any generic state
management system that would make these "widgets" interactive right out
of the box. You can however quite easily add a bit of PHP code to make
the page act interactively.

For example the "Latest news" box of the Midgard web site could be
interpreted as a html widget. It is defined only once in the site style
and used everywhere on the site. It's contents are dynamically
generated. It could even contain a text field for doing simple searches
on the news without leaving the currently selected page.
