any tools for that?

Oh, ok.. these are specific mandriva man pages. I think you'd better
ask cooker-i18n mailing list in that case (see
http://qa.mandriva.com/twiki/bin/view/Main/MailingListHowTo) . As
Reinout said, you'll probably have to translate between the tags
unless you find the right tool, but your final result have to be a man
page (nroff format). Then ask i18n where you have to send this file to
be integrated into the distribution.
