This bug can be resolved by upgrading glibc (and maybe kernel). The last time
I tried (failure) is mandrake 9.2's glibc package + cooker kernel-2.6.3.1mdk.
After I upgrade glibc to glibc-2.3.3-10mdk (of course w/ necessary
dependencies), apache2-2.0.48-6mdk works fine with libapr0-2.0.48-6mdk.
It was said the reason is libapr0 is built with sem_open() support at the
configuration/compliation stage in the compiling system. But the sem_open()
call is not supported at the target system (read: the system that the package
is installed on). The solution is to either disable sem_open() at compilation
stage, or upgrade the target system to support sem_open().
Wish the above information is useful.
REPEAT: upgrade glibc (and maybe kernel) and the problem gone.

Something with libapr0-2.0.48-6mdk.i586 is causing apache2 to give an error on
startup (the following appears in the error log)
