I've updated my tai64nfrac program to convert TAI64N timestamps (such as
those produced by multilog) to fractional seconds since epoch, primarily
to allow qmailanalog to be used with multilog logs.  I added a README and
a manual page, although with a simple Makefile.

I expect this program to eventually be obsolete, as the output format that
it produces isn't particularly useful in its own right, only useful
because it's what qmailanalog wants to use.

To convert TAI64N timestamps to a human-readable time, use tai64nlocal.
