The ark3116 looks like not to be compatible with the pl2303.
I found a very basic driver for the ark3116 here:

Based on this version i wrote a driver for the ark3116 which supports
baud rate selection, data bit count, parity and stopbit selection.
I got the setings running usbsnoopy while using the ark3116 under my windows box.

I tested the different baudrates and 6N1,7N1,8N1 with external hardware.
75 and 460800 baud (and higher baudrates) are currently not supported.

The driver is still very experimental...
