Liz,

Sounds like a FTP daemon isn't running on the NT box as a service.
By default, NT doesn't have a telnet or ftp server.
NT -> Linux should work fine provided you installed the FTP services.
Does telnet from NT to Linux work?  Also you might want to define
the NT box in /etc/hosts on the Linux box so connections don't
take a while for reverse DNS to fail.

Out of curiosity, how are these 2 machines connected?
coax, ethernet (w/ hub or switch), ethernet (w/o hub or switch), etc.
If you're using ethernet (w/o hub or switch) and the boxes
are directly connected, you'll need to buy or build a cross-over cable.
