For the first two questions, you can use the following trick:

\markup {\override #'(word-space . 0.0) \line {III. \super a } }

Regarding C), your attempt will work if you just place the spaces
correctly in
\once \override TextScript #'extra-offset = #' ( -1.5 . 1.0 )
The syntax is
( number space dot space number )
