This worked for the base system (daemon), but the console plugin didn't
work.  The aclocal.m4 assumed it was in the source directory.  Is the
console plugin still supported?

I guess it depends on what 'by hand' means.  Obviously, I wouldn't
translate the configure.in to configure by inspection.  So the 'make -f
Makefile.cvs' is, to me, considered 'by hand'.  Most other packages I know
have the *.in in the cvs tree.  But there are one or two that don't.  I
find it convenient to have these files already in cvs when I check them
out.
