Hi,

With LibreSSL 3.1.1  (on OpenBSD 6.7) I'm seeing the callback
registered via SSL_CTX_set_alpn_select_cb(), on returning
SSL_TLSEXT_ERR_ALERT_FATAL *not* cause the handshake to fail.
It succeeds as if a zero was returned.
