The bug was reported for Kate 3.1.3. I am running Kate 3.2.0, which _IS_ the
next stable release after 3.1.3, but showing hidden files is _NOT_ available.
The request should be reopened. 

ATTN FiNeX: if a feature request is satisfied by an unreleased development
version, it can be considered "FIXED", but not "WORKSFORME".
