The bug is present in Kate 3.5.8.

I open a UTF-8 file specifying "utf8" charset but it is opened as if I could specify \
"koi8-r" charset. It seems that I have opened it with koi8-r in the past and now the \
wrong encoding persists. _______________________________________________
