Reproduce:
Install kate-plugins package
Go to "Settings" "Configure Kate" "Application" "Plugins". Enable "Kate \
Filetemplates". Save changes. Go to "Settings" "Manage file templates". Choose the \
button "Download". Khotnewstuff now opens.  Yet it contains no resources.

Or: Go to "Settings" "Manage file templates". Create a new one, then Choose the \
button "Upload". Here too are no resources to be found. \
