Reproduce:
Install kate-plugins package
Go to "Settings" "Configure Kate" "Application" "Plugins". Enable "Kate Filetemplates". Save changes.
Go to "Settings" "Manage file templates". Choose the button "Download". Khotnewstuff now opens. 
Yet it contains no resources.

Or: Go to "Settings" "Manage file templates". Create a new one, then Choose the button "Upload". Here too are no resources to be found.
