Oxygen itself is much more than just icons. It is mainly about colors specs, 
and this is what we need to have same style as www.kde.org. Imho, whether 
it uses tables or whatever to achieve this does not matter that much. I'm 
of course aware of div's etc, but we all know that there are browsers which 
suck a lot in this ;)

It's just a proposal, nothing more and nothing less.
