There is an application plugin called "Kate C/C++ Symbol Viewer", which
lists symbols in the document, i.e. functions etc. But it is no real
class view.

Try Settings > Configure Kate > Plugins (in the Editor Tree!).
There is a "KTextEditor Word Completion Plugin", which completes word
based on other words in the document (like ctrl+n and ctrl+p in vim).

Theoretically it is possible to write powerfull plugins like a full-featured
classview or code completion, but you'd need a parser or at least a tool 
that gives you the information about the document structure etc.

...and what is most important: You need someone who writes (and maintains) 
this plugin. You are welcome to contribute (!) ;)
