Click on download on this page then select
Open with 'KWrite'
The file gets opened in KWrite.
Using the View menu -> Set Encoding
change from auto to utf8.
The file is not utf8.
If you click on Download and save the file on your disk, you open KWrite, you open \
the file and View -> setEncoding utf8, utf8 is indeed set.
So the bug is related in my opinion to the fact that the file is temporarily cached.
Anders confirmed the behaviour
