Using the View menu -> Set Encoding change from auto to utf8. The file is not utf8. If you click on Download and save the file on your disk, you open KWrite, you open the file and View -> setEncoding utf8, utf8 is indeed set. So the bug is related in my opinion to the fact that the file is temporarily cached.
