I am not sure I got what you meant. Anyway, with OpenGL 2 shaders enabled, I 
disabled the option "Safe intermediate rendering result" (the only one 
available) in the Blur effect settings. With mesa 9.1, disabling this option 
has no effect, meaning that the task switcher is still very slow.

Interestingly, kwin_gles is unusable with mesa 9.1. The screen is completely 
messed up. I am going to attach a snapshot, along with the requested outputs, 
to the bug report pointed out by Martin:

which seems to be related to this issue.
