Depends on how you get there.
There're two possibly causes:
a) xfdesktop doesn't set that attribute at all and relies on the related
WM (xfcewm?) to set or treat it "as if"
b )xfdesktop sets the property, but when (iff) you replace the window
manager, the former window manager withdraws that property (what should
not happen either - "should", i love that word in the NETWM spec ...)
