Hava a look at the class diagrams: http://community.kde.org/KWin/Class_Diagram

EffectsHandler is the "interface definition" (I do too much Java programming 
in my day job), and EffectsHandlerImpl is the concrete implementation in KWin 
core. In core we mostly use the Impl, in the effects we only know about the 
Interface but not about the Impl.
