By "fullscreen mode", I mean KWin's "Fullscreen" setting, so yes, that
would include both of those examples. In my case I've just mapped
Meta+F12 to that action so I can fullscreen anything easily.  I am not
referring to maximized windows. This happens with all windows I have
tried, including non-kdelibs/Qt applications.
