Many thanks John, this resolved the issue! 

Odd indeed; the JAD requires an install notify (an URL, which requires a
network), for it to NOT ask about connecting to the network.

If I remember correctly on this one you need to have the
MIDlet-Install-Notify attribute present.

I remember going through much pain trying to figure out why this was
happening.
