If the other side understands UTF16 I send out UTF16 regardless of the setting as \
that can encode anything you want.

You forgot to mention the client used on the other side, in case it's not official \
ICQ or micq I suspect the bug to be on the other side (there are clients that claim \
UTF support although they don't have any).
