In backward-compatible (aka "quirks") rendering mode, almost anything is ok.

Christian, you can see that Konqueror (version 4.5.3) is doing the recommended
and specified layout according to spec with those 2 testcases:

Many sites, when they are developped, add "bugward" code so that webpages
"work" as intended in buggy browsers like IE6 and IE7. And web authors leave
such code lingering during years and years.
