The Style sheet sub-menu should never be disabled.  It should provide an option
to switch document-provided CSS off entirely.

Reproducible: Always

Steps to Reproduce:
1. Tell Konqueror to display the BSD License [1].
2. Tell Konqueror to disable style sheets.

Actual Results:  
2. No way.  The style sheet selection sub-menu is inactive.

Expected Results:  
2. OK.

OS: Linux (x86_64) release 2.6.34.7-0.5-desktop
Compiler: gcc
