I am hesitant to change anything of the toolbox without at least having all 
the application usecases written down.  I fear we'll get a new design that 
one app will not like and then end up ping-ponging.

I'd like to see people continue the writing down of usecases on 
http://wiki.koffice.org/index.php?title=Libs/Brainstorming/Toolbox
See mail thread here from 4 weeks ago.
And when we have those then we can design something that takes every apps 
requirements into account.

Can app owners please edit the above page and give usecases or at least 
extend the current complaints suggestions there with reasons ?
