The screenshot at http://www.trolltech.com/images/screenshots/qt_designer.png 
shows the vertical and horizontal splitters on the toolbar, fifth and fourth 
from the right.

I remember a while ago spending ages looking in vain through the 
toolbox/widget box for them...
