Yes, the specfications on the mostly-common format used for PPT, WMF/EWMF and 
XLS can be found if you know where to look. They used to be on the MSDN 
library CDs as documented here:

I have the CDs in question, but I have no idea if MS still give this info out 
on current media. (Its been many years since I had an excuse for someone to 
buy me MS dev tools!).
