Normally the term used in KDE is "BIC": binary incompatible change

That is the best way, as developers changing the code will change such 
comments when needed too. But they would not change a separated list.

Yes, BIC changes are allowed since the 8th February 2004 in KOffice CVS HEAD, 
with Friday as recommened day for doing them.
