Hi!
Some koffice apps use "page layout" some others "paper layout"

apart from the fact, that different apps have different tabs, they all deal with the \
same or similar matter and have a tab "page size and margins"

IMHO the 2 options should be 
1) generally renamed to "page layout" 
2) eventually be moved to the same position in the format menu 
3) embedded between "------" actions in the toolbar
