Hi!
Some koffice apps use "page layout" some others "paper layout"

apart from the fact, that different apps have different tabs, they all deal with the same or similar matter and have a tab "page size and margins"

IMHO the 2 options should be 
1) generally renamed to "page layout" 
2) eventually be moved to the same position in the format menu 
3) embedded between "------" actions in the toolbar
