This sounds like a good and simple solution for the picture numbering issue.
OO models it with variables, independently from chapter numbering.

OOo uses a a text:sequence element (a sequence field) for this,
section 3.7.36 and 3.7.37.

It's not really a perfect solution, since there is no connection in the
file format between the numbered object and the number - but it
has the features you describe.
