no. what i did exactly was this: standing behind them with KWord on the screen 
i instruected them, "you have just gone under the Insert menu and selected 
"Clip Art" and this dialog came up" i pointed their attention to the 
screenshot on the other side of the screen. "Pretend to use the dialog as if 
it were live" (lots of pretend clicking ... everything was pretty obvious it 
seems!) "Ok, now can you explain to me what you just did." (they would say 
they inserted a picture) ... "Go under the Insert menu and select Picture" 
(they would do so, the file dialog would come up, preview was on) "Select a 
picture" (considerably less easy because they had to deal with the file 
system. thankfully i have a "Pictures" item in my sidebar ;) "Now can you 
tell me what you just did" (they would explain how they just added or 
attached a seperate file to the document). at that point i asked if inserting 
a picture and a clipart image was the same and why. this is when they 
expressed the difference that since one dealt with files and the other with 
images they were completely different.

findings:

 o the clipart dialog is easier to use than the file dialog (used for 
inserting pictures) since it is designed specifically for the task

 o users did not notice a large degree of similarity between the two tasks

therefore, i would suggest that if it is possible to make it easier to use by 
not following what the file dialog does then you won't be losing anything. if 
the file dialog is as easy or easier to use for the task at hand, then i 
would agree that we should keep them similar. but according to the informal 
testing i did here today with a few people that isn't the case. so i'd 
recommend going with something designed specifically for the task rather than 
going for consistency with an action users do not seem to equate with 
inserting clipart anyways.
