I completely agree that these things are needed. They are needed for a global
design, a list of which I created some time ago; look at:

A graphical designer is someone who creates the design of the pages, not
the content. As I said the content is irrelevant at this point of the design.

So before the above 3 things are done (which to me means asking people to help!)
the design has to be done.
Just after this the designer has to create the page defaults for the different 
pages.

Again, this is not the problem, on this list alone a lot of people want to help.
It is the stage that comes before the creation of content and html; the design.
