Yes!

IMHO we need three things _before_ we make any further steps:

* someone who tries to contact the various projects if they are interested
  and who does the coordination in general e.g. sets up a list and finds
  out if there are any limitations (e.g. is a database on the web machines
  available or not). As mentioned before I would volunteer for that.
* someone who knows a bit more about web design (php, zope, etc.) and 
  who can lead a small group
* The various projects should have a concept on what they expect
  (e.g. the front page should show the latest news / cvs commits whatever)

there is one exception: the kde main site looks IMO excellent.

I would not under estimate the importance of a group. Making and maintaining 
web pages for several kde projects is a BIG task. I am not sure how many 
people are crazy enough to volunteer for that without the existance of a web 
group. If there is a group they can take part in a discussion, start with 
smaller tasks and step by step doing more; without they will probably do 
nothing. 

I am still convinced that a web group has many advantages over the current 
system and I am sure they will generate some extra dynamics. Even if they are 
not coders they might write an introduction into programs, update the 
screenshots frequently and so on. Have a look at the kspread page; no insult 
intended but almost nobody will have a look at the screenshots if he arrives 
at this page. Version 0.0.1, 1998 on the front page doesn't make a good 
impression. I doubt that any working web group would allow such page... 
(again no insult intended, I really appreciate your great work!)

The main problem I see is to find someone who can lead such a group for a 
while.
