I doubt that people will find it natural that pagedown scrolls one
viewport down. I would expect it to scroll to the next page, pressing
10 times would take me to page 10. 
What does your current implementation do when I press page-down in a
multi-column document? 

I do like your method for traversing frames.

Framemaker does it like this:
 page-down goes one page down.
 shift page-down scrolls to end-of-frame and selects the text.


I would suggest:
 page down one page down.
 shift-page-down like you (say) you implemented it now.
 ctrl-arrows: go to next word
 shift-ctrl-arrows: go to next word, and select it.
 alt-arrows : traverse frames.
