Looks like you already have a ./admin directory in your sources
subdirectories. The above form of ln works exactly right if there's no
such directory already present. Did you get your sources by cvsup or did
you download different .tar.gz files? I don't know the tarballs myself,
but there are no kdelibs/admin etc. directories in CVS, that's why you
must link it by hand into the subdirs. 
If you're using cvsup, check your cvsup control file for the line
'kde-common', so you always get the newest.
