Be welcome. The developers mailinglist is koffice-devel@kde.org. If you can 
use irc, we've got a pretty busy irc channel on irc.freenode.org, #koffice, 
where we discuss development issues. It's probably the best idea to get 
started on KOffice 2.0 development now, instead of bothering with the stable 
1.6 branch.

As for C++ skills, that'll probably come as you hack along. Thinking in C++ is 
a decentish book that helped me a lot to get started, and the pdf version is 
free: http://www.planetpdf.com/developer/article.asp?ContentID=6634. It 
shouldn't be too hard since you've already got a good number of languages 
under your belt.

There's lots of developer documentation and notes at http://wiki.koffice.org.
KOffice is centered around OpenDocument: if you want to help improve the ODF 
implemention of KOffice, you should read 
http://www.oasis-open.org/committees/download.php/12572/OpenDocument-v1.0-os.pdf.

The best way to get started is to first decide on which bit of KOffice annoys 
you most and start improving on that. File import/export filters are pretty 
self-contained and not too hard to get started with. Then there are various 
gui tasks that we need help with, for instance improving the layout of dialog 
windows.
