for various reasons one might want to use different options when saving or exporting \
a file (for example different levels of compression, or different markup options)

it would be far too annoying to prompt users asking about these options every time as \
some programs do.   (even if you do want to regularly use different options there \
will be times where you do not need to change them so being prompted every time is \
unnecessary and as I already mentioned for most users it is annoying or unhelpful)

One program I use called Xnview is as close to perfect as I have seen and manages to \
provide a range of options without being annoying.  The Save/Export dialog includes \
an extra button labelled [Options...] which brings you to the export section of the \
Options dialog (aka Settings or Preferences dialog) allowing you to quickly adjust \
the global options for the file type you are about to use if you want.  If you dont \
want to change the options you can safely ignore this button and carry on without \
interruption.   This provides the best balance of flexibility and clarity I have seen \
in any program.  

this approach would need an options/settings button added to the export dialog
a section in the settings dialog for import/export and a subsection for file format \
specific options

I hope you will consider this carefully and can see how it is better than throwing up \
a dialog and prompting users each and ever time. ____________________________________
