We are talking here about the bzip2 library and its headers. The bzip2 program 
is not needed here.

Well, that is one of the problems that I do not understand. It seems to work 
with KDE 3.2 help files but fails with KDE 3.1 ones. (As KOffice 1.3 can be 
compiled with KDE 3.1, KOffice 1.3's documentation is KDE 3.1-compatible.)

If it is a bzip2 library/header problem, you need to recompile kdelibs. It is 
here where KDE's bzip2 support is compiled and it is also where meinproc is 
compiled.
