It is GPL. Any Postscript generator for KDE will finally be in kdelibs, where 
it wouild need to be LGPL (or BSD). (Also I do not know if Scribus handles 
Asian fonts. No idea.)

Otheriwse for GPL only, there would be other ways, for example starting form 
Qt and from GhostScript.
