That's just a file dialog. It displays what applications ask it to display.

Tons of them in $KDEDIR/share/services/ ....

I'm starting to understand that you want to add an encoding in kedit,
not to develop a koffice filter...... In that case I suggest you look at
the kedit code, to see where it makes up its list of encodings - but
I guess it comes directly from Qt.... which encoding do you miss?
