I don't think the world is ready for that yet. Many people 
used Netscape 4.x and that doesn't support digital 
signatures. In the Free world mail clients don't implement 
support for a common standard eg mutt and KMail use 
different standards.

Furthermore this option shouldn't be turned on by default 
until the problem of making it as simple as possible for 
users to create a key pair is solved. Otherwise the 
consequences of changing the default to signed are hidden 
until this problem is solved.

I'm not aware of any solutions for this. I don't consider 
it an essential issue.
