Acording to the book "Managing IMAP"  from O'Reilly, that's exactly the 
default behavior of the UW IMAP server, *If* there is a file called ~/mbox
It can be disabled at compile time (it's the mbox driver).

"with mbox support, when INBOX is opened, the severs checks the user's home 
directory  for a Unix mailbox format called mbox. If it exists, the server 
selects the file as INBOX and transfers all mail from spool to the mbox file"
