I think this should go in kdelibs/kio/kdesasl (libkdesasl).  I also think it 
should be imported now BUT not compiled by default until after 2.2.  I think 
it should be imported now so that work on kio_smtp won't have to be slowed 
down anymore than necessary.

On the other hand, since this is only one file, maybe adding it directly to 
libkio would make the most sense?
