Compiler:          gcc version 2.96 20000731 (Linux-Mandrake 8.0 2.96-0.44mdk)
OS:                Linux (i686) release 2.4.2-15mdk
OS/Compiler notes: 

What I did:

1. Create a new POP3 account and enable mail interval (1min) checking.
-> Kmail checks the account on intervals.
2. Goto configure and disable mail interval checking.
-> KMail keeps checking on intervals.
