libkdenetwork is (like KMail) in the kdenetwork package, where is the
problem for you?

Mandatory to use KMail, but if you want to test the compilation of your
(PGP) patches with the current version of KMail resp. libkdenetwork,
then you won't need kdebase.

Ingo was talking about four packages instead of about the whole KDE.
Often I update only kdenetwork - as long as no change in kdelibs
requires a recompilation of kdebase plus the above mentioned packages.
And those small updates are really fast while my machine is some hours
busy running make for these four packages.
