Right.

Double quotes are only required, if the name contains a comma as a different 
example in RFC822 illustrates:
"George, Ted" <Shared@Group.Arpanet>.
Or if you want to write "Neumann, Alfred" instead of "Alfred Neumann".

Otherwise they are simply useless.
