It is very useful for the case when you check the same pop account from
multiple machines. On one machine, the master machine, you may want to
retrieve all messages, so that you have a copy of all your messages on that
machine.
On other machines you just want to catch up on new stuff but leave the mail
on the server so that it can still be collected at your master machine.

We made "retrieve all mail" turned off by default to reduce the number of
such reports. We do need some kind of FAQ for stuff like.
