I just tried to reproduce this with an IMAP and a SMTP account without 
success. 

If password storage is disabled, KMail should only access the wallet if it 
already contains the password and delete it (checking if a key exists should 
work without opening the wallet).

Anyway, I will have a closer look into this and the migration issue noted on 
kde-cvs tomorrow.
